Translate the wording into deliverables
Identify the location, quantity, layer, method, protection, access, waste, reinstatement and document promised by each line. Separate included work from assumptions, provisional sums and exclusions.
Questions that expose ambiguity

Compare offers on completeness, sequencing, responsibility and uncertainty—not price alone.
Before accepting
Confirm regulated-work responsibility, insurance coordination, payment milestones, warranty language, documentation and the boundary between investigation and repair.
Compare completeness before cost
Place competing offers beside the same evidence question and scope sequence. Mark missing access, drying, reinstatement, protection, documentation and verification items. A lower total may simply omit work or transfer uncertainty to later change orders.
